PNA and its sister organization, PNL, are
managing some of the most complex CERCLA or State multi-party sites
in the nation.
The sites include landfills, waste impoundments, impacted sludges,
drum reconditioning facilities, and area-wide groundwater problems.

Newark Bay Study Area
Newark, New Jersey
Description: 6 miles long and 1 mile wide with impacted sediments influences from and to Passaic River, Hackensack River, many tributaries and New York Harbor. Industrial influences for 2 centuries
Regulatory Jurisdiction: US EPA Region 2, NJDEP, US Army Corps of Engineers
Problem: In 2004 US EPA signed an Administrative Order on Consent with Occidental Chemical Corporation to perform a phased Remedial Investigation of the Newark Bay that includes portions of the Passaic and Hackensack Rivers, and other water bodies. Remedial Investigation being conducted by Tierra Solutions, Inc. on behalf of Occidental Petroleum. ~3.3 MM cu. yd. of potentially impacted sediments that may need to be addressed.
PNL Role:
- PRP Group Coordinator and strategic support for select entities who received General Notice Letters and who are cooperating with Tierra Solutions, Inc. (on behalf of Occidental Chemical)
- Data Analysis
- Geospatial plotting of key Chemicals of Potential Concern

New Jersey - Confidential Client
Description: Former Munitions Manufacturing Facility
Regulatory Jurisdiction: NJDEP
Problem: The facility encompasses nearly 400 acres of which more than 50 acres are impacted by munitions and chemical residuals and much of the remainder is valuable wetlands.
PNL Role: PNA is retained by the successor of the former owner of the facility that produced munitions for the United States during WWII and the Korean War. Investigation and clean up activities are being implemented by the current owner under an administrative order to which PNA's client is also a signature. PNA's mission is to monitor site activities to help ensure that clean up goals are achieved and that our client's liability is ultimately eliminated.

New Jersey - Confidential Client
Description: Former Roofing Products Production Facility
Regulatory Jurisdiction: US EPA Region 2
Problem: A remedial investigation is being conducted on behalf of PNA's client (the site owner) and a PRP group consisting of subsequent owner, operators and transporters. A temporary assignment of liability has been agreed to among the parties.
PNL Role: PNA is working on behalf of the former owner of this CERCLA site to develop a credible and defensible allocation of remedial costs between our client and subsequent users of the site for the two operable units.
